ORDER APPROVING AGREEMENT TO INCLUDE ADDITIONAL MEASURES IN AMEREN MISSOURIíS TECHNICAL RESOURCE MANUAL

On February 8, 2013, Union Electric Company, d/b/a Ameren Missouri; the Commissionís Staff; the Office of the Public Counsel; the Missouri Department of Natural Resources; the Natural Resources Defense Counsel; Sierra Club; and Earth Island Institute, d/b/a Renew Missouri jointly filed an agreement for Ameren Missouri to include additional measures in its Technical Resources Manual, which the Commission approved on August 1, 2012 as part of the unanimous stipulation and agreement that resolved this case.

On the same date, Ameren Missouri filed a motion for expedited treatment asking the Commission to approve the agreement and the revisions to the Technical Resource Manual to be effective on February 13, 2013.That expedited approval is also contemplated as a part of the agreement.

The agreement explains that Ameren Missouri has begun to implement the previously approved residential and commercial energy efficiency programs.In doing so, it found that revisions to the Technical Resource Manual and changes to incentive ranges, which are described in the agreement, are needed to improve those programs.The signatories to the agreement ask the Commission to approve the revised Technical Resource Manual and new incentive ranges.

The February 8 agreement was signed by all the parties that signed the previously approved stipulation and agreement except for the Missouri Industrial Energy Consumers and Barnes-Jewish Hospital.Although those two parties did not sign the agreement, the agreement represents that they do not oppose it.It appears that there is no opposition to the agreement, nevertheless, the Commission established February 12 as the deadline for any interested party to file a response to the agreement.No such response has been filed.

After reviewing the proposed agreement, the Commission finds and concludes that the agreement is reasonable and should be approved.Because the parties request that the agreement incorporating the revised Technical Resource Manual and the changes to incentive ranges be made effective immediately so that Ameren Missouri can offer these additional measures as soon as possible, and because that agreement is unopposed, the Commission will make this order effective upon issuance.

THE COMMISSION ORDERS THAT:

1.               The Agreement to Include Additional Measures in Ameren Missouriís Technical Resource Manual is approved.

2.               The revised Technical Resources Manual and new incentive ranges that were attached to the Agreement to Include Additional Measures in Ameren Missouriís Technical Resource Manual are approved to replace the Technical Resources Manual and incentive ranges that were previously approved.

3.               This order shall become effective upon issuance.
