In the Matter of Union Electric Company

Ameren Missouri’s Filing to Modify its Net ) File No. ET-2013-0351
Metering and Cogeneration Tariffs ) Tariff No. YE-2013-0313
ORDER APPROVING EXPEDITED TARIFF
Issue
Date: January 23, 2013 Effective Date: January
24, 2013
On January 9, 2013, Union Electric Company, d/b/a Ameren Missouri issued a tariff that will modify the rates it pays for energy purchased from customers under its net metering and cogeneration programs. That tariff carries a thirty-day effective date of February 8. However, along with its tariff, Ameren Missouri filed a motion asking the Commission to approve the tariff on an expedited basis so it can go into effect on January 24.
Ameren Missouri’s motion for expedited treatment explains that expedited treatment is necessary because in a stipulation and agreement approved in its recent rate case, ER-2012-0166, Ameren Missouri agreed to file a new electric rate schedule by January 3 to combine its two current tariff schedules into a single tariff. When it combines the two existing tariff schedules it cannot have any tariff revisions pending. For that reason, Ameren Missouri asks the Commission to expedite its approval of this tariff so that it can be effective on January 24 and therefore can be included in the new combined electric rate schedule that must be filed before January 31.
On January 10, the
Commission issued an order directing its Staff to file a recommendation
regarding Ameren Missouri’s tariff. That
order also required that any other party wishing to file a recommendation
regarding that tariff do so no later than January 18. Staff filed its recommendation to approve the
tariff on January 18. No other party has
filed a recommendation regarding the tariff.
Staff’s recommendation
explains that Ameren Missouri’s tariff increases the rates Ameren Missouri pays
for energy purchased from customers with a qualifying facility or a net
metering installation. Staff confirms
that the changes to the tariff sheets are appropriate and advises the
Commission to approve the tariffs to go into effect on January 24 as the
company requests.
Based on Staff’s recommendation, the Commission will
approve Ameren Missouri’s tariff to be effective on January 24, 2013.
